Abstract This Regional Law establishes cases of allotment of land parcels out of stock of public and municipal land to citizens free of charge for individual housing construction. It classifies categories of citizens entitled to the aforesaid allotment of public and municipal land. Land shall be allotted o lease for the period of construction that shall not exceed three years, with total (pre-construction and construction) period of lease that must not exceed five years. Upon completion of construction and upon expiry of lease period, after state land registration lease holder shall legalize land ownership free of charge.
