Abstract This Regional Law establishes that environment and its natural resources shall be subject to protection as the basis for vital activity and socio-economic development of the population. The scope of this Regional Law shall be to safeguard the constitutional right of citizens to healthy and favourable natural environment for the benefit of the present and the future generations. It regulates relations between state bodies, local government, natural and legal persons in the sphere of environmental protection. This Regional Law sets forth the priorities in the sphere of environmental protection as follows: (a) priority of ecological interests of society over the economic ones; (b) priority of realization of environmental protection initiatives and arrangements; (c) rational and inexhaustible use of natural resources; (d) liability for environmental offences; and (e) unified system of ecological supervision and control.
