Abstract This Regional Law establishes plenary powers of the regional state bodies in the sphere of water relations. The Governor shall carry out the following plenary powers: (a) nomination and dismissal from office of the head of the authorized state institution in the sphere of water relations; (b) and other plenary powers vested by the senior regional official in accordance with the federal legislation. Regional Government shall carry out the following plenary powers: (a) ownership and management of waterbodies; (b) establishment of rates of water charges; (c) validation of long-term programs for management and protection of waterbodies; (d) validation of the list of officials performing state supervision over management and protection of waterbodies; (e) reservation of potable water supply sources; and (f) prevention of negative impact on waterbodies.
