Abstract This Regional Law regulates relations in the sphere of interaction between society and nature, originating in the process of performing economic activities exercising environmental impact. It specifies that objects of environmental protection against pollution, exhaustion, degradation, damaging, destruction and other negative environmental impact shall be land, soil, subsoil, surface water and groundwater, forests, vegetation, wild fauna and flora and genetic resources thereof, atmospheric air and ozone layer. This Regional Law establishes plenary powers of state institutions in the sphere of environmental protection. It ensures the right of citizens to favourable environment and access to data and information related to the state of environment. It also establishes environmental fees for negative environmental impact.
