This Regional Law enters into force 10 days after the date of its official publication.
Abstract

This Regional Law establishes that citizens shall have the right of timber extraction for individual personal needs for heating, housing construction and other in accordance with purchase and sale contract without allotment of forest parcels thereto. Application for timber extraction shall be submitted to the regional branch of the authorized state forest institution by 1 May of the current year, specifying the purpose of timber extraction, amount and type of forest species (coniferous, hard-wooded broadleaved, soft-wooded broadleaved). The aforesaid institution shall provide for allotment of felling area during snowless period. Timber extraction shall be carried out in the form of clear cutting and selective cutting. Citizens shall be granted the right to procure edible and non-edible non-timber forest products, including wild growing berries, nuts, mushrooms and other, and collection and harvesting of medicinal plants, free of charge and without any authorization.
