Art. 2 concerns General Watercourse Management Programs; the Programs are approved by the local authorities together with the Water Authority and must identify the allowed maintenance activities. Regional Council's Guidelines will help to distinguish between maintenance and major repairs. Art. 3 concerns interventions to repristinate watercourse water flow after a disaster or to ensure public safety; the mechanism ensures removal of rocks or vegetation with no public expenditure but through compensation.
