Abstract This Regional Law establishes general requirements for organization of protection of the population against natural and technological disasters and emergencies of regional and inter-municipal significance, and mitigation of the consequences thereof. It establishes that regional subsystem of early warning system shall be effective in case of the outbreak of disasters or emergencies. Regional Government shall be responsible for stockpiling material reserves for protection of the population in case of disasters and emergencies, and information of the population.
