This Regional Decree enters into force on the date of its official publication.
Abstract

This Regional Decree establishes the procedure for granting subsidies for reimbursement of part of the costs for cattle meat production, targets, terms and conditions for allocation of subsidies, and the procedure for return of subsidies to the regional budget in case of violation of the conditions established for their allocation, reporting requirements, requirements for monitoring of compliance with the terms, objectives and procedures for granting subsidies and responsibility for their violation. Subsidies shall be allocated for the production of cattle meat for reimbursement of part of expenses for 1 kg of live weight of young cattle grown and sold for slaughtering and/or grown and shipped for own processing, with regard to the purchase of fodder, veterinary drugs and (or) labor remuneration. Recipient of the subsidies must comply with the following requirements: (a) the applicant must have no unfulfilled obligation to pay taxes, duties, insurance premiums, fines, penalties, interest payable in accordance with the legislation of the Russian Federation on taxes and duties; (b) the applicant must have no overdue debts on return to the regional budget of subsidies, budget investments granted also in accordance with other legal acts, or any other overdue indebtedness to the regional budget; (c) during the subsidized period the recipients - legal entities must not be in the process of reorganization, liquidation or bankruptcy proceedings, the activities of the recipient have not been suspended in accordance with the procedure stipulated by the legislation of the Russian Federation, and the recipients who are individual entrepreneurs have not ceased their activities as an individual entrepreneur; (d) the recipient is not a foreign legal entity, as well as a Russian legal entity, in the authorized (share) capital of which the share of participation of foreign legal entities, the place of registration of which is a state or territory included in the list of states or territories approved by the Ministry of Finance of the Russian Federation, providing preferential tax treatment and (or) which do not stipulate the disclosure or presentation of information related to financial transactions (offshore zones) with regard to such legal entities exceeds 50 percent in the aggregate; and (e) recipients should not receive other funds from the regional budget.
