It shall perform the following functions: (a) protection of genetic resources; (b) scientific research; (c) surface water protection (water basin of the Oka river); and (d) protection of resources. The following activities shall be prohibited: (a) allotment of land plots in private ownership except for cases envisaged by acting federal legislation; (b) clear cutting and timber extraction; (c) application of toxic chemicals, mineral fertilizers, chemical plant protection means and nutrients; (d) waste disposal and littering of the territory; (e) land reclamation and irrigation; (f) some types of hunting; (g) passage and parking of motor vehicles; and (h) ploughing up of forest land, hayfields and pastures.
