Abstract Nature monument of regional significance “Lake Heart” is formed for the purpose of conservation and maintenance in an unchanged state a unique hydrological object, which is important in nature conservation, aesthetic, educational and recreational terms. Nature monument is formed for an unlimited period of time. The objectives of the formation of nature monument shall be as follows: (a) preservation of a unique hydrological object; (b) study of the natural monument and ecological education of the population. The tasks of nature monument shall be as follows: (a) decrease in the level of anthropogenic impact; (b) maintaining the state of the natural environment, prevailing at the time of its organization; (c) assistance in carrying out research work in the field of hydrology, zoology and botany without violating the established regime of special protection of the nature monument; and (d) implementation of state monitoring of the environment. On the territory of the nature monument, any activity that entails a violation of the preservation of the nature monument is prohibited, including: (a) expropriation and allotment of land plots for types of economic activities not related to the implementation of measures to comply with the special protection regime and ensuring the functioning of the natural monument; (b) violation, change of the landscape and soil cover of the nature monument; (c) performance of recreational activities (including the organization of recreation sites, making fires, arranging ecological paths) outside the specially designated places; (d) activities entailing violation of the living conditions of flora and fauna objects; (e) collection of geological, botanical and zoological collections; (f) destruction and damage of notices, barriers, stands; (g) carrying out all types of felling, except for: cutting during the direct extinguishing of forest fires on the territory of the nature monument; felling authorized by the authorized body, carried out within the framework of sanitary and restoration arrangements, as well as in the process of application of fire safety measures in forests located on the territory of a nature monument; (h) blasting operations, performing work on geological exploration of subsoil for the development of mineral deposits; and (i) storage of fuels and lubricants, explosive substances, domestic and non-domestic waste.
