Abstract

This Regional Decree establishes that wild animals and birds living in state of natural freedom on the regional territory and subject to hunting shall be state property and shall form state hunting fund. Hunting grounds shall be considered land areas, forestland and waterbodies that are natural habitats of wild animals and birds and that can be used for hunting management. Hunting shall be classified as commercial, artisanal and sport. Hunting permits issued by the authorized state wildlife institution shall attest the right to carry out hunting. Hunters must observe hunting seasons and rates of game specified in hunting permit. Hunter must return hunting permit with inserted results of hunting to the issuing authority. Capture and captive breeding of wild fauna species subject to hunting without special authorization shall be prohibited. This Regional Decree lists prohibited hunting gear and prohibited hunting methods. All the citizens of the Russian Federation shall be granted the right to catch song birds on the regional territory.
