In all other waterbodies, except for protected areas, fishfarming waterbodies and ponds, citizens shall be authorized to carry out artisanal and sport fishing for personal consumption free of charge. In some waterbodies by recommendation of scientific institutions shall be authorized artisanal and sport fishing of precious fish species (fishing of which is prohibited to natural persons by fishing regulations) in accordance with fishing licences issued by fishing inspection. Citizens carrying out artisanal and sport fishing must be in possession of personal identity card, fishing association membership card and, in cases when fishing must be carried out in accordance with fishing permit – be in possession of such fishing permit. Acclimatization, stock enhancement and fishfarming of new species shall be prohibited. This Regional Decree lists prohibited fishing gear and prohibited fishing methods. Artisanal and sport hunting of any marine animal shall be prohibited all year round. Full text Russian Website www.mooir.ru
