Abstract

State complex reserve “Big steppe” is a protected area of regional significance, formed without expropriation of land plots form landowners, land tenants and land managers for an unlimited period of time. Land, subsoil, flora and fauna, waterbodies located in the reserve can be allotted for use in the manner prescribed by the regulatory legal acts of the Russian Federation and the Krasnoyarsk Territory, and in accordance with this Regulation. The reserve is organized for the purpose of protection and reproduction of hunting wild fauna species authorized for commercial hunting, conservation and restoration of the number of rare and endangered species of animals and birds valuable in scientific, economic and aesthetic terms, as well as protection of their habitats. The reserve was formed to perform the following tasks: (a) preservation of biodiversity of the typical natural landscape of the Kanskaya forest-steppe; (b) maintaining optimal conditions for reproduction and migration of wild fauna species, including species listed in the Red Book of the Russian Federation and the regional Red Book; (c) monitoring the state of the environment, fauna, research work; and (d) organization of a system of environmental education. The following activities shall be prohibited on the territory of the reserve: (a) hunting and hunting management; (b) final felling and selective felling for timber extraction; (c) procurement of soft resin; (d) destruction (devastation) of anthills, holes, nests and other habitats of wild fauna species; (e) littering of the territory with household and industrial waste; (f) storage of pesticides, toxic chemicals, except for places specially equipped for the storage of hazardous substances; (g) use of pesticides, toxic chemicals; (h) travel and parking of snowmobile vehicles off public roads, with the exception of transport of bodies carrying out protection and control over compliance with the established regime or other security rules and use of natural resources on the territory of the reserve; (i) washing of any vehicles within the coastal protective strips of waterbodies; and (j) destruction or damage of installed warning or information signs (notices). Use of wild fauna species for scientific purposes and regulation of their numbers on the territory of the reserve shall be performed in accordance with acting legislation.
