Abstract

Regional State Program “Developing of fisheries, agriculture and regulation of markets of agricultural commodities, raw materials and foodstuffs” is a regional policy document with the scope of providing regional population with agricultural commodities and foodstuffs of local production, ensuring safety of products of animal origin and epizootic well-being on the regional territory, and creation of the conditions for sustainable development of the regional fishing industry. The Program shall pursue the following objectives: (a) increasing the competitiveness of agricultural products and locally produced foodstuffs on the regional market; (b) stimulation of modernization and renewal of material and technical base for functioning of agricultural production; (c) setting up small business entities in rural areas; (d) improvement of living conditions of the rural population; (e) prevention of the emergence and spread of contagious animal diseases, sale of poor quality and dangerous animal food products; (f) ensuring the rational use of aquatic biological resources in the coastal zone and fresh waterbodies; (g) creating conditions for more effective fisheries and fish-processing organizations; and (h) creating conditions for accelerated development of aquaculture. Expected results: (a) increase index of agricultural production in all categories up to 100.3%; (b) increase production volume of frozen ашыр fillet by coastal processing enterprises of the Murmansk Region up to 12.8 thousand tons; (с) increase the volume of commercial aquaculture production over the years of the state program implementation up to 19.4 thousand tons; and (d) ensure absence of cases of human diseases from animal products subject to veterinary and sanitary supervision.
