Abstract

Territory of particular value for the preservation of wild flora and fauna species, inserted in the Red Book of the Volgograd region, "Prishibo-Mogutinskaya system of estuaries" is a protected natural area of regional significance, formed for the purpose of conservation of plants, animals and other organisms related to the species listed in the Red Book of the Volgograd region, constantly or temporarily living or growing in natural conditions of particularly valuable territory. The main tasks of particularly valuable territory shall be as follows: preservation in the natural state of the natural complex within the boundaries of the territory of particular value; protection of animals and plant communities, including plants, animals and other organisms belonging to the species included in the Red Book of the Russian Federation and in the regional Red Book, as well as their natural habitat; use of particularly valuable area for research, ecological educational and ecological tourist purposes; and regulation of recreation. The following activities shall be prohibited on the territory of protected area: (a) creation of new settlements, gardening, horticultural and peri-urban non-commercial partnerships; (b) allotment of public or municipal land for subsidiary smallholding, gardening, horticulture and individual housing construction; (c) construction and reconstruction of capital construction; (d) exploration and mining (except for groundwater abstraction); (e) blasting operations; (f) plowing of land; (g) change of hydrological regime; (h) industrial harvesting of ornamental and medicinal plants; (i) reduction of the number of rare and endangered wild fauna and wild flora species; (j) grazing and transit of livestock off the roads of common use; (k) movement and parking of motor vehicles outside roads of common access; (l) disposal of domestic and non-domestic waste; damage or destruction of notices, barriers, stands and other warning and information signs, and equipped places of rest. The following activities shall be authorized in the territory of the natural park: (a) state environmental monitoring; (b) (b) protection of rare and endangered wild fauna and wild flora species; (c) sanitary protection of the territory; (d) scientific research and educational activity; and (e) tourism.
