Abstract This Regional Decree establishes that regulation of recreational fishing is carried out in order to preserve aquatic biological resources, their rational use and maintaining the most sustainable productivity, as well as preventing a risk to the life and health of citizens. Regulation of recreational fishing is carried out on the basis of orders adopted by the regional Department of Agro-Industrial Complex and Consumer Market and agreed with the Ministry of Agriculture of the Russian Federation. The grounds for the authorized body to take a decision on the regulation of recreational fishing are the following cases: (a) risk of a natural emergency; (b) the actual change in the timing of spawning and periods of reproduction of aquatic biological resources, on the basis of which the rules of recreational fishing envisage application of restrictions on recreational fishing; and (c) changes in hydrochemical parameters and (or) hydrological characteristics of a waterbody of fishery significance, posing a risk to the conservation of aquatic biological resources, as well as to human life and health. Recreational fishing regulation measures include: (a) establishing a ban on fishing in certain areas and in relation to certain types of aquatic biological resources; (b) closure of fishing in certain areas and in relation to certain types of aquatic biological resources; (c) changes in the minimum size and weight of harvested (caught) aquatic biological resources; (d) establishment of the type and quantity of permitted, as well as prohibited, tools and methods of extraction (catching) of aquatic biological resources; (e) establishment of the size and design of tools for the extraction (catch) of aquatic biological resources; (f) change in the daily rate of extraction (catch) of aquatic biological resources (quantity, weight) of a certain type, permitted to a citizen for extraction (catch) in the course of recreational fishing; and (g) change of forbidden terms of extraction (catch) of aquatic biological resources for the period of spawning.
