This Regional Decree enters into force on the date of its official publication.
Abstract

This Regional Decree establishes the procedure for hunting, lists authorized hunting gear and hunting methods, envisages issuance of hunting licenses (hunting permits) and lists wild fauna species authorized for hunting on the regional territory. Upon receipt of hunting permit (nominal one-time license) for the right of hunting, the hunter is obliged to clarify the boundaries of the hunting area for which a nominal one-time license is issued, and shall be liable for their violation. It is prohibited to capture (regardless of the age of the animal) and keeping in captivity game animals without the permission of the relevant executive bodies of state power in the field of protection, reproduction and regulation of the use of wild fauna species classified as game, in accordance with their powers. Dates, lists of authorized hunting gear and hunting methods, as well as areas open and closed for hunting, shall be established for each season by the Regional Government on the proposal of the authorized body. It also lists prohibited hunting gear and prohibited hunting methods. In the process of authorized hunting shall be allowed: (a) to open any shelters of small fur-bearing animals; (b) to use small nets when hunting small fur-bearing animals, foxes, raccoon dogs with the direct participation of a hunter; (c) dig up narrow passages to the burrows of a raccoon dog in order to help dogs working in the hole. After hunting, excavated areas of burrows should be filled with soil. The use of hunting dogs, registered in accordance with the established procedure and with the issuance of veterinary certificate, and birds of prey for hunting shall be authorized. The categories of game authorized for hunting includes mammals (including hoofed animals), fur-bearing animals and birds.
