Abstract Protected landscape of regional significance "Sviridovskie lakes" is protected natural area of regional significance, formed in order to preserve the unique natural complex - the system of lakes of important environmental significance, which are the habitats of small numbered, rare and endangered animal species, including those listed in the regional Red Book. The creation of protected landscape does not entail expropriation of land from owners, tenants and possessors of land plots located within the boundaries of the protected landscape, as well as changes of specific purpose of land. The main objectives of the protected landscape are: (a) preservation and maintenance of natural complex; (b) the use of the territory of the protected landscape for research, environmental education and environmental tourism purposes; (c) protection of plant and animal communities, including rare and endangered bird species, as well as their habitat; and (d) regulation of recreation. The following activities shall be prohibited on the territory of protected landscape: (a) creation of new settlements, gardening, horticultural and peri-urban non-commercial partnerships; (b) allotment of public or municipal land for subsidiary smallholding, gardening, horticulture and individual housing construction; (c) construction and reconstruction of capital construction; (d) exploration and mining (except for groundwater abstraction); (e) blasting operations; (f) reduction of the number of rare and endangered wild fauna and wild flora species; (g) activity involving a fundamental violation of the structures of nature protection complexes; (h) plowing of land; (i) destruction of banks, destruction of coastal vegetation, having water protection and anti-erosion value; (j) change of hydrological regime; (k) movement and parking of motor vehicles outside roads of common access; (l) disposal of domestic and non-domestic waste; and (m) damage or destruction of notices, barriers, stands and other warning and information signs, and equipped places of rest. The following activities shall be authorized in the territory of the natural park: (a) state environmental monitoring; (b) protection of rare and endangered wild fauna and wild flora species; (c) forest fire prevention arrangements; (d) scientific research and environmental education; and (e) tourism.
