Abstract Zoological reserve of regional significance “Drophiny” is a specially protected natural area of regional significance and was formed with the aim of preserving the bustard, listed in the regional Red Book, as well as maintaining and improving its habitat. The creation of the reserve does not entail expropriation of land from tenants, owners and possessors of land plots located within the boundaries of the reserve, as well as changes of specific use of land. The main tasks of the reserve are: (a) preservation of the bustard, its habitat and migration routes; (b) use of the territory of the reserve for scientific research, environmental education and ecological tourism purposes; and (c) regulation of recreation. Land within the boundaries of the reserve shall not be subject to privatization. The following activities shall be prohibited on the territory of the reserve: (a) creation of new and expansion of existing settlements, horticultural, gardening, peri-urban non-profit associations of citizens; (b) provision of land plots located in the state or municipal property (with the exception of land plots completely within the boundaries settlements), for subsidiary smallholding, gardening, truck farming, individual garage and individual housing construction; (c) construction and reconstruction of capital construction facilities; (d) exploration and mining; (e) blasting operations; (f) plowing of land; (g) round mowing (from edge to center); (h) agricultural burning (except for fire-fighting ones), burning of vegetation; (i) activities entailing a change in the hydrological regime; (j) movement of vehicles off common use roads; (k) felling of forest stands, with the exception of selective or clear sanitary felling and measures for the protection, protection and reproduction of forests; (l) disposal of production and consumption waste; (m) sports and recreational hunting; (n) stay with hunting gear; (o) stay with dogs (except for those used when carrying out security measures in natural complexes and objects, when grazing and driving livestock); (p) organization of tourist camps and making fires in places of growth or habitats of flora and fauna listed in the Red Book of the Russian Federation and in the regional Red Book; and (q) destruction or damage of boards, notices, stands and other information signs, as well as equipped ecological paths and recreation sites. The following activities shall be authorized on the territory of the reserve: (a) state ecological monitoring; (b) protection of rare and endangered wild fauna and wild flora species; (c) fire-fighting arrangements; (d) scientific research and educational activities; and (e) tourism.
