Abstract

Regulation on state natural reserve of regional importance "Khlamovitsky" governs the issues of protection and functioning of state natural reserve, which is classified as national patrimony. The objectives of creating the reserve shall be as follows: (a) preservation in the natural state of the unique, valuable in conservation, scientific and ecological aspects of the floodplain complex - a section of the delta of the Avacha River, located on the right bank one of its branches - the Khlamovitka (Kholmovitki) River, represented by swampy flat area of coastal tundra with a large lake Khlamovitsky, small lakes and channels as habitats for nesting and migratory waterfowl, shorebirds and birds of prey; (b) protection of key nesting and resting places during seasonal migrations of ducks, hawks, falcons, shorebirds and gulls, including the protection of nesting sites of rare and endangered species listed in the Red Book of the Russian Federation and the Red Book of the Kamchatka Territory -Kamchatka tern (Sterna camtschatica) and Far Eastern curlew (Numenius madagascariensis); (c) protection of the country's largest colony of black-headed gulls (Larus ridibundus); (d) implementation of state environmental monitoring; and (e) environmental education of the population.
