Constitution of the aforesaid regional state nature reserve does not envisage land expropriation. The territory of regional state nature reserve “Nizhnepechorsky” shall be taken into consideration in the process of elaboration of land-use planning schemes. The following activities shall be prohibited: (a) allotment of land for residential housing construction; (b) construction of roads, pipelines and communication lines; (c) use and storage of toxic chemicals and fertilizers; (d) exploration and mining; and (e) hunting of elk. The following activities shall be authorized subject to prior issuance of permit by the competent authority: (a) scientific research, including environmental monitoring; (b) performance of zoological, botanical paleontological and mineralogical collections; (c) recreational and tourism activities; (d) artisanal and sport fishing; and (e) traditional community management by indigenous populations: grazing of domestic reindeer, traditional nature management.
