Abstract Natural park "Volgo-Akhtubinsk floodplain" is a multipurpose protected area of regional significance. Natural park shall perform the following tasks: (a) ecological purposes – conservation of forest ecosystems of the floodplain of Volga and Akhtuba; conservation of wetlands of international significance; preservation of highly productive floodplain meadows, hayfields and pastures; and ecological education of the population; (b) recreational purposes - meeting the recreational needs of residents of the Volgograd regions and other regions of the Russian Federation; creation of a network of recreation places in ecologically clean territory with a rich flora and fauna, reducing the negative impact of anthropogenic loads on the environment; and creation of a network of equipped tourist routes; (c) historical and ethnographic purposes - conservation, study and use in scientific, educational, tourist and recreational purposes of high natural and cultural-historical potential of the territory; and (d) research purposes - development and implementation of scientific methods for the preservation of biological diversity and natural complexes in the conditions of the Volgograd area, as well as assessment and forecast of the ecological situation. The following activities shall be prohibited on the territory of natural park: (a) change of historical natural landscape and violation of the regime of maintenance of the objects of historical and cultural heritage; (b) creation of new and expansion of existing settlements, gardening, horticultural, peri-urban non-commercial partnerships; (c) allotment of land plots for residential construction; (d) mining (except for groundwater abstraction); (e) effluent waste water discharge, without prior sanitary treatment, to waterbodies; (f) domestic and non-domestic waste disposal; (g) movement and parking of motor vehicles outside roads of common access; (h) introduction of alien fauna and flora species; (i) reduction of the number of rare and endangered wild fauna and wild flora species; (j) burning of vegetation without taking preventive measures against destruction of wild fauna species; and (k) damage or destruction of notices, barriers, stands and other warning and information signs, and equipped places of rest. The following activities shall be authorized in the territory of the natural park: (a) state environmental monitoring; (b) protection of rare and endangered wild fauna and wild flora species; (c) forest fire prevention arrangements; (d) scientific research and environmental education; (e) construction, reconstruction, repair and operation of household and residential buildings; (f) grazing and transit of livestock; and (g) authorized haymaking.
