Inhabited areas shall not be included in the reserve. The declaration of the territory as a reserve is made without the expropriation of land plots from the owners, landowners, land users, tenants, and easement holders. The reserve is formed for an unlimited period of time. The nature reserve by its profile is complex (landscape) and is intended for: (a) preservation of the natural complex of an isolated section of the pine forest belt (the remnant of the retreating Aleus belt), located on the border of the forest-steppe and steppe zones, in the conditions of developed agriculture; (b) maintaining ecological balance and a favorable environment for human beings; (c) preservation of natural habitats and reproduction of wild fauna species (primarily roe deer), protected and endangered wild fauna and wild flora species listed in the Red Book of the Russian Federation and in the regional Red Book; and (d) replenishment of hunting grounds adjacent to the reserve with hunting resources (ensuring natural distribution). The following tasks are assigned to the reserve: (a) protection of forest (upland), wetland and forest-steppe ecosystems and landscape complexes as natural habitats of animals and plants; (b) maintaining the natural regime of ecosystems in the valley of the river Burly; (c) conservation of rare and endangered species of plants and animals, their gene pool and habitats; (d) promoting the reproduction of hunting resources (primarily roe deer) and other wild fauna species; (e) protection of hunting resources and their habitats, ensuring the regime of rest for animals; (f) creation of more favorable living conditions for protected species of flora and fauna; (g) organization and monitoring of flora and fauna objects, including endangered and protected species; (h) monitoring of the habitat of animals and plants; (i) environmental education of the population; and (j) preservation of cultural heritage objects (monuments). The following activities shall be authorized on the territory of the regional reserves: (a) the use of biological means of combating insects - plant pests by agreement with the regional hunting institution; (b) shooting, trapping of wild animals in the event of an epizootic by authorization of sanitary-epidemiological and veterinary supervision body; (c) regulation of the number of wild fauna species for the protection of public health and prevention of disease of livestock; (d) recreational fishing by hand fishing rod; (e) travel by all types of transport, as well as stay with weapons of authorized officials of state bodies; and (f) organized recreation and ecological tourism.
