It shall perform the following functions: (a) conservation, reproduction of natural complexes and ecosystems, natural habitats of rare, endangered wild fauna and wild flora species; (b) regulation of recreational activity; and (c) ecological education. The following activities shall be prohibited: (a) drainage and land reclamation; (b) soil disturbance; (c) commercial hunting and fisheries; (d) application of toxic chemicals, mineral fertilizers and pesticides; and (e) gathering of zoological, botanical and mineral collections.
