Abstract

State biological reserve “Prichulymsky” is a protected area of regional significance, formed without expropriation of land plots form landowners, land tenants and land managers for an unlimited period of time. Land, subsoil, flora and fauna, waterbodies located in the reserve can be allotted for use in the manner prescribed by the regulatory legal acts of the Russian Federation and the Krasnoyarsk Territory, and in accordance with this Regulation. State biological reserve “Prichulymsky” was organized with the aim of protecting and reproducing hunting and game wild fauna species, preserving and restoring the number of rare and endangered species of animals and birds, valuable in economic, scientific and aesthetic terms, as well as protecting their habitats. The reserve was organized to fulfill the following tasks: (a) preservation of biodiversity of the unique natural landscape; (b) maintaining optimal conditions for the reproduction and migration of wild fauna species, including species listed in the Red Book of the Russian Federation and the regional Red Book; (c) conservation of natural complex as habitat of wild fauna and wild flora species; (d) monitoring of environment, wildlife and scientific research; and (e) ecological education. The following activities shall be prohibited on the territory of the reserve: (a) hunting; (b) industrial fisheries; (c) final felling and selective felling for timber extraction; (d) procurement of soft resin; (e) drainage, irrigation and mining; (f) blasting operations; (g) logging; (h) procurement of food forest resources, medicinal plants, non-timber forest resources (with the exception of procurement by citizens for their own needs); (i) burning of vegetation; (j) storage of pesticides and chemicals; (k) littering of the territory with household and industrial waste; (l) the passage and parking of motor vehicles off public roads, except for the transport of bodies exercising protection and control over the observance of the established regime or other rules for the protection and use of natural resources on the territory of the reserve, owners of land plots, vehicles used for agricultural activities and arrangements for reproduction and production of natural resources; (m) washing of vehicles; and (n) destruction or damage of installed warning or information signs (notices). Use of wild fauna species for scientific purposes and regulation of their numbers on the territory of the reserve shall be performed in accordance with acting legislation. Allotment for use the territory of the reserve or certain types of natural resources on its territory is carried out in accordance with applicable law in conformity with the regional executive authority, performing legal regulation in the field of organization and functioning of protected areas of regional significance.
