Abstract

State biological reserve “Ubeysko-Salbinsky” is protected area of regional significance, formed without expropriation of land plots form landowners, land tenants and land managers for an unlimited period of time. State biological reserve “Ubeysko-Salbinsky” was organized with the aim of protecting and reproducing hunting and game wild fauna species, preserving and restoring the number of rare and endangered species of animals and birds, valuable in economic, scientific and aesthetic terms, as well as protecting their habitats. The reserve was organized to fulfill the following tasks: (a) preservation of biodiversity of the unique natural landscape in the south of the Krasnoyarsk Territory; (b) maintaining optimal conditions for the reproduction and migration of wild fauna species, including species listed in the Red Book of the Russian Federation and the regional Red Book; and (c) monitoring of the natural environment, fauna, research work. The following activities shall be prohibited on the territory of the reserve: (a) hunting; (b) industrial fisheries; (c) final felling and selective felling for timber extraction; (d) procurement of soft resin; (e) drainage, irrigation and mining; (f) blasting operations; (g) logging; (h) procurement of food forest resources, medicinal plants, non-timber forest resources (with the exception of procurement by citizens for their own needs); (i) burning of vegetation; (j) storage of pesticides, chemical reagents and other materials dangerous for wild fauna species and habitats thereof, except for places specially equipped for the storage of hazardous substances; (k) littering of the territory with household waste; (l) use of pesticides, chemical reagents and other hazardous substances; (m) the passage and parking of motor vehicles off public roads, except for the transport of bodies exercising protection and control over the observance of the established regime or other rules for the protection and use of natural resources on the territory of the reserve, as well as special equipment for carrying out agricultural work and forestry activities, reproduction and protection of natural resources; (n) construction of roads and pipelines, power lines and other communications, allotment of land and the construction of buildings and structures of a permanent or temporary type outside the boundaries of municipalities, with the exception of buildings necessary for the protection and state control of the territory of the reserve; and (o) destruction or damage of installed warning or information signs (notices). Local residents shall have the right to timber extraction for their own personal needs. Recreational and sport fishing shall be authorized in conformity with acting legislation. Shooting of wild animals for scientific purposes and regulation of their number on the territory of the reserve is carried out according to permits issued in accordance with the current legislation. Siberian red deer (Cervus elaphus sibiricus) breeding on the territory of the reserve (south of the Dzhezlyk and Ustug rivers) is carried out with a license from specially authorized state bodies for the protection, control and regulation of the use of wildlife species and their habitats. On the territory of the reserve, cattle grazing is authorized, if this does not contradict the objectives of the statute of the reserve and the regime of its protection.
