This Regional Decree enters into force ten days after the date of its official publication.
Abstract

This Regional Decree establishes the procedure for granting subsidies from the regional budget to aquaculture enterprises for partial reimbursement of fish stocking material and fish feed. Recipients of subsidies shall be aquaculture enterprises registered and performing their business activity on the regional territory. Subsidies are provided to reimburse part of the cost of purchase of fish stocking material and fodder in the current and (or) the previous year. The subsidies cannot be used for reimbursement of expenditures of aquaculture enterprises on transportation, legalization of customs and veterinary accompanying documents related to purchase of fish stocking material and fodder. Subsidies shall be granted to aquaculture enterprises complying with the following requirements: (a) aquaculture enterprise must not have unfulfilled obligation related to payment of taxes, fees, insurance penalties, fines and interest payable in accordance with the legislation of the Russian Federation on taxes and fees; (b) aquaculture enterprise which is a legal entity must not be in the process of reorganization, liquidation or bankruptcy proceedings and must not been suspended in accordance with the procedure stipulated by the Russian legislation and aquaculture enterprise as an individual entrepreneur must not cease its activities as an individual entrepreneur; (c) aquaculture enterprise must not have overdue debts for return of subsidies and investments to the regional budget, including those provided in accordance with other regional legal acts, as well as other overdue (unsettled) debts on monetary obligations to the regional budget; (d) aquaculture enterprise must not be a foreign legal entity, as well as a Russian legal entity, in the authorized (share) capital of which the share of participation of foreign legal entities, the place of registration of which is a state or territory included in the list of states or territories approved by the Ministry of Finance of the Russian Federation, providing preferential tax treatment and (or) which do not stipulate the disclosure or presentation of information related to financial transactions (offshore zones) with regard to such legal entities exceeds 50 percent in the aggregate; and (e) aquaculture enterprise must not receive funds from the regional budget on the basis of other regional legal acts.
