This Regional Decree enters into force on the date of its official publication.
Abstract

This Regional Decree establishes the procedure for regulation of emissions of pollutants to the atmospheric air under unfavorable meteorological conditions with a view of reduction of negative environmental thereof and prevention of health risks for human beings. In the absence of observational data on atmospheric pollution risk degree of unfavorable meteorological conditions is determined on the basis of the analysis of the complex of unfavorable synoptic situations, meteorological conditions and characteristics of specific emission sources. It establishes reduction of emission levels in different risk periods. The period of validity of the list of measures to reduce emissions during unfavorable meteorological conditions shall not exceed 5 years if in the aforesaid period are not commissioned or reconstructed the existing sources of emissions of the pollutants. In the case of changes of emissions sources, it is necessary to submit for approval changes in the list of measures to reduce emissions during unfavorable meteorological conditions within two months from the date of putting in operation of the sources.
