Country/Territory Russian Federation Territorial subdivision Altai Document type Regulation Date 1999 Source FAO, FAOLEX Subject Wild species & ecosystems Keyword Management/conservation Wetlands Wild fauna Birds Protected area Biodiversity Geographical area Arctic, Asia and the Pacific, Black Sea, Caspian Sea, CIS (Commonwealth of Independent States), Eastern Europe, Europe, Europe and Central Asia, North Pacific, North-West Pacific Abstract Natural reserve of local significance “Ecosite Lyapunikha” shall be formed for unlimited period of time without expropriation of land form landowners. “Ecosite Lyapunikha” is an ornithological reserve and is intended for the following purposes: (a) to protect the mass nesting of geese and other hunting bird species; (b) to protect birds listed in the Red Books of Russia and in the regional Red Book (black-winged pratincole (Glareola nordmanni), great black-headed gull (Lams ichthyaetus), avocet (Recurvirostra), black-winged stilt (Himantopus himantopus), sociable lapwing (Vanellus gregarius), white heron (Egretta alba). Objectives of declaring a natural area a reserve: (a) maintaining the ecological balance of the region; and (b) conservation of biological diversity of birds and plants of the wetland complex in the region. The following activities shall be prohibited on the territory of “Ecosite Lyapunikha”: (a) commercial, sport and recreational hunting; (b) recreational fishing until July 1; (c) cattle grazing from early spring to July 1; (d) haymaking before July 1; (e) all types of use of wild fauna species, except for catch and hunting for scientific research purposes by agreement with the administration of the reserve; (f) burning of last year's grass (fires); (g) allotment of building plots; (h) plowing of land, use of pesticides and mineral fertilizers; (i) irrigation and drainage works; (j) blasting operations; (k) any form of recreation for the population, including the arrangement of halts, bivouacs, tourist sites and camps; (l) use of vehicles in the reserve, except for guards; (m) all types of excavation and construction work. The following activities shall be authorized on the territory of the reserve: (a) haymaking no earlier than July 1; (b) cattle grazing no earlier than July 1; (c) catch and hunting of wild fauna species for scientific research purposes by agreement with the administration of the reserve; (c) biotechnical measures aimed at maintaining or restoration of the number of birds, by agreement with the administration of the reserve; and (d) mining limestone and peat deposits near the reserve by agreement with the administration of the reserve.
