Abstract

State natural complex reserve of regional significance “Vaygach” is a territory of particular importance for the preservation and restoration of natural complexes and their components. The reserve was formed with the aim of preserving and restoring wild flora and fauna of Polar regions included in the Red Book of the Russian Federation and the regional Red Book, historical and cultural heritage of indigenous peoples of the Far North, arctic landscapes. Declaration of the territory of the reserve is made without expropriation of land plots from tenants, landowners and possessors of land plots. On the territory of the reserve shall be prohibited activities contradicting purposes of its creation or damaging natural complexes and their components, including: (a) allotment of land plots for construction, except for cases envisaged by this Regulation; (b) construction of buildings and structures, roads and pipelines and other communications, except for cases envisaged by this Regulation; (c) blasting operations; (d) application and storage of pesticides, mineral fertilizers; (e) any other activities, recreational and other types of nature management, hindering conservation, restoration and reproduction of natural complexes and their components, not envisaged by this Regulation; and (f) impacts that violate soil and vegetation cover and cause death of wild fauna species. The following activities shall be authorized on the territory of the reserve: (a) recreational and sport hunting in accordance with hunting rules; (b) recreational and sport fishing in accordance with fishing rules; (c) construction of cordons and stopping points to ensure nature conservation and tourism activities; (d) environmental education; (e) traditional use of natural resources by representatives of indigenous peoples; and (f) grazing of domesticated reindeer according to the project of organization of reindeer pastures.
