Abstract This Regional Decree establishes that biological reserve of regional significance “Svetlinsky” shall be constituted with a view of conservation and reproduction of wild fauna species, natural habitats thereof and maintenance of the integrity of natural ecosystems. The following activities shall be prohibited on the territory of biological reserve of regional significance “Svetlinsky”: (a) all types of hunting and fisheries, and capture of wild fauna species; (b) allotment of land plots for construction, collective gardening and horticulture; (c) hydro amelioration and irrigation, construction of buildings and edifices, infrastructure, roads, pipelines, power lines and other utilities; (d) blasting operations; (d) movement of mechanized transport outside roads; (e) application of pesticides, mineral fertilizers, chemical plant protection means and growth stimulants; (f) during reproduction period and migration of birds it is prohibited visits to coastal trip and water areas for people, except for authorized officials of the reserve and scientific research staff. The following activities shall be authorized on the territory of biological reserve: (a) scientifically substantiated arrangements for improvement of ecological situation and natural habitats of wild fauna species; (b) transit of local population on unsurfaced roads; and (c) fishing in lakes in authorized periods in accordance with issued fishing licenses.
