Fishing quotas shall be allocated to legal persons and individual entrepreneurs registered on the territory of the Russian Federation annually based upon available fish stocks and the amount of quotas allocated to the region by the Federal Fishery Agency of the Russian Federation. Applicants must file application in accordance with the form contained in the Annex 1 and business plan; information related to the uptake of previously allocated quota destined for organization of artisanal and sport fishing; and documentation attesting the number of fishing permits issued to anglers.
