This Procedure establishes that subsidies shall be allocated to reimburse part of the costs of carrying out agrotechnological work in crop production related to the costs associated with the production of cereals, legumes, oilseeds (with the exception of rapeseed and soybeans), fodder crops, and (or) potatoes, and (or) vegetables in open ground, production and sale of original (primary seed-growing, breeding nurseries, super-elite) and elite seeds of cereals, leguminous crops, as well as for stimulating the insurance of crops specified in Annexes No. 8, 9 to this Procedure. Subsidies are provided by the results of the selection of recipients of subsidies, conducted by the method of request for applications. The category of recipients of subsidies eligible to receive subsidies based on the results of the first selection for reimbursement of part of the costs of agrotechnological work in crop production related to the production of cereals, legumes, oilseeds (with the exception of rapeseed and soybeans), fodder crops, and (or) potatoes , and (or) vegetable crops of open ground, the production of original and elite seeds, includes agricultural producers, with the exception of smallholders and agricultural credit consumer cooperatives. The main manager of the funds of the regional budget, performing allocation of subsidies, is the regional Ministry of Agriculture and Trade. The selection is carried out by the Ministry by request of proposals based on proposals (bids) sent by participants in selection process. Subsidies are provided to selection participants who have concluded a contract. Subsidies are provided to recipients of subsidies subject to the following conditions: (a) inclusion in the register of subjects of the regional agro-industrial complex; (b) the conclusion and execution of a cooperation contract, which provides for the basic requirements for compliance with the technologies for the production and processing of agricultural commodities, the obligations of the recipient of the subsidy to submit production, financial, economic and price indicators of their activities; (c) no cases of the recipient of the subsidy being held liable for non-compliance with the ban on burning dry herbaceous vegetation; (d) the recipient of the subsidy has a cultivated area occupied by cereals, legumes, oilseeds (excluding rapeseed and soybeans), fodder crops, and (or) potatoes, and (or) open field vegetables in the year preceding the year of granting subsidies (non-applicable to the recipient of the subsidy participating in the second selection); (e) sowing with seeds of varieties or hybrids of agricultural crops that meet the requirements of GOST R 52325-2005 for cereals, legumes, oilseeds (excluding rapeseed and soybeans), fodder (excluding fodder root crops) agricultural crops, GOST 32592-2013, GOST 30106 -94 for fodder root crops and vegetable crops of open ground, GOST 33996-2016 for potatoes included in the State Register of Breeding Achievements; (f) sowing with seeds of varieties or hybrids of cereals, legumes, oilseeds (except for rapeseed and soybeans), fodder (except for fodder root crops) of agricultural crops approved (zoned) for use in the East Siberian region of approval (11th region) included in the State Register of Selection Achievements; (g) inclusion of the recipient of the subsidy in the register of seed farms (applicable to the recipient of the subsidy producing original and elite seeds) (non- applicable to the recipient of the subsidy participating in the second selection); (h) the recipient of the subsidy has a license agreement for the provision of a simple (non-exclusive) license confirming the use of a variety entered in the State Register of Breeding Achievements (applies to the recipient of the subsidy producing original and elite seeds) (non-applicable to the recipient of the subsidy participating in second selection) (i) sales, as of the first day of the month of application, of at least 10 percent of the volume of original and elite seeds of cereals, leguminous crops produced in the year preceding the year of granting the subsidy (applies to the recipient of the subsidy producing original and elite seeds) (non-applicable to the recipient of the subsidy participating in the second selection); (j) conclusion of a subsidy agreement for a recipient of a subsidy who has passed the first selection and has sown areas occupied by cereals, legumes, oilseeds (excluding rapeseed and soybeans), fodder crops, and (or) potatoes, and (or) open ground vegetables, in respect of which the recipient of subsidies insure crops in the year of granting the subsidy (non-applicable to the recipient of the subsidy participating in the first selection); (k) the recipient of the subsidy has a breeding stock of cattle as of January 1 of the year of granting the subsidy (at least 10 head for a subsidy recipient that meets the criteria for a small enterprise, including micro-enterprise, at least 50 head for a subsidy recipient that meets the criteria for a medium-sized enterprise (applies to a grant recipient that meets the criteria of a small enterprise, including micro-enterprise, or a medium-sized enterprise and has a broodstock of cattle as of January 1 of the year the grant is granted) (non-applicable to a grant recipient participating in second selection); (l) the increase by the grant recipient in the year preceding the grant year of the area sown to open field vegetable crops relative to the year prior to the previous subsidized year including micro-enterprises, and which has increased the area sown with vegetable crops in open ground) (non-applicable to the recipient of the subsidy participating in the second selection); (m) increase by the recipient of the subsidy in the year preceding the year of granting the subsidy, the sown area occupied by potatoes by at least 10% in relation to the year preceding the previous year of granting the subsidy (applies to the recipient of the subsidy that meets the criteria for a small enterprise, including micro-enterprise or a medium-sized enterprise that has increased the cultivated area occupied by potatoes) (non-applicable to a subsidy recipient participating in the second selection); and (n) the recipient of the subsidy has a cultivated area occupied by cereals, legumes, oilseeds (excluding rapeseed and soybeans), forage crops, and (or) potatoes, and (or) open field vegetables, in respect of which the recipient of the subsidy is crop insurance in the year of the subsidy (not applicable to a subsidy recipient that meets the criteria of a small enterprise, including micro-enterprise) (not applicable to a subsidy recipient participating in the first selection).
