Abstract

This Regional Decree establishes the procedure for management and special protection regime protected area natural park “Ergaky” of regional significance. The territory of the natural park includes natural complexes and objects with significant ecological and aesthetic value and intended for use in environmental, educational, recreational purposes. The natural park was formed without the expropriation of land plots (water areas), used for national needs, as well as without expropriation of land plots (water areas) from tenants, owners and managers of land plots (water areas). The main objectives of the organization of the natural park shall be as follows: (a) preservation of unique and typical natural complexes and objects, notable natural formations, rare, under the risk of extinction and other valuable wild fauna and wild flora species, their genetic fund; (b) creation of conditions for regulated tourism and recreation, including for development of physical culture and sports, and the preservation of recreational resources; (c) ecological education of the population; and (d) monitoring of changes in the state of the environment. The following activities shall be prohibited on the territory of natural park: (a) stay, driving and passing off public roads, excluding officials when they perform their official duties, forestry workers when carrying out work on protection and reproduction of forests; stay, driving and walking along public roads shall be authorized with a preliminary notification of the Directorate of the natural park; (b) any activity that threatens the state of natural complexes and objects, including entailing a change of historically existing natural landscape, decline and destruction of ecological, aesthetic and recreational value of natural landscape, change of habitat of rare and endangered plant and animal species; (c) geological exploration, soil disturbance, outcrops of minerals and rocks; (d) felling of forest plantations (excluding selective sanitary felling envisaged by forestry regulations); (e) procurement of soft resin; (f) harvesting and collection of food forest resources, medicinal plants, non-timber forest resources; (g) construction of roads and pipelines, power lines and other communications, construction of buildings and structures of permanent or temporary type; (h) hunting and fishing, with the exception of the removal of wild fauna species for scientific purposes; (i) introduction of living organisms for the purpose of their acclimatization; (j) the use of pesticides, chemical reagents and other hazardous to wild fauna species and their habitat; (k) grazing and transit of livestock; (l) littering of the territory with household waste; (m) collection of zoological, botanical and mineralogical collections, excluding collections to ensure the tasks and objectives of natural parka; (n) burning of vegetation; and (o) use of pyrotechnic products (with the exception of search and rescue operations). On the territory of the natural park shall be authorized scientific research activities carried out by specialized scientific research institutions, organizations, higher education institutions of the relevant profile, foreign scientific research organizations and individual specialists, including foreign ones, on the basis of agreements concluded with Directorate of the natural park. Environmental education activities are carried out by staff of the Department of Environmental Education of the Directorate of natural park.
