Abstract The Abruzzo Region encourages the promotion and improvement of its mountain territories and allocates financial resources for the development of mountain areas. This Act, which is divided into five Titles, shall apply to the territories of the Communes entirely or partially falling within the Mountain Communities arranged by Regional Act No. 92 of 6 December 1994. The enforcement of the provisions hereby established is entrusted to the Mountain Communities, Mountain Communes, the Provinces and to the regional authority, according to their respective competences (art. 3). Article 5 makes provision regarding the Regional Fund for Mountain Special Interventions. In compliance with article 6, the regional authority shall establish the criteria and parameters governing the determination of less favoured mountain areas. Within 120 days from the establishment of such criteria, the Mountain Communities shall classify their respective territories into three different zones (art. 6, par. 3). Title II regulates the initiatives and interventions related to the economic and territorial system, which aim at the achievement of the purposes listed out in article 7. The Mountain Communities must draw up the Plan for the Social and Economic Development in mountain areas. The Councils of the Mountain Communities, on the other hand, shall elaborate the Annual Operating Programmes, which shall concern the allocation of the financial resources provided under the Regional Fund referred to in article 5 (art. 10). The Mountain Communities, furthermore, shall lay down measures in matter of environmental protection (art. 13), protection of forests (art. 14), management of the agricultural and grazing sector (art. 15), promotion of fishing, hunting and forestry products (art. 26). Article 17 concerns mountain organizations, which may be recognized by the Region. Title III refers to interventions on the social and cultural system. Title IV regulates the assignments entrusted to the Regional Council for Mountain, which shall give advices in matter of mountain policies. It shall meet at least twice a year (art. 50).
