Articles 3 to 7 define the functions of the various entities and institutions which shall be in charge of the implementation of these provisions, namely the Regional Council, the Provinces, the Communes and the Regional Agency for the Protection of the Environment (ARPA). The Regional Council shall adopt the plan for the prevention and reduction of noise pollution. The subdivision of the territory into homogeneous zones is entrusted to the Communes (noise classification). Article 19 concerns control and penalties.
