The provisions are set out in the light of the principle of rational exploitation of marine resources and responsible fisheries. The Regional Council shall draw up and approve the Regional Programme for Fisheries and Aquaculture (art. 7). Beneficiaries of financial resources and subsidies shall be entrepreneurs, local entities and regional agencies (art. 8). Article 12 regulates the issue of fishing licences. Vessels and entrepreneurs which have obtained such licences shall be registered as per article 13. Particular provisions are laid down with respect to sport fishing (arts. 15-17).
