Abstract

Within the soil and environmental protection framework, this Regional Act pursues the safeguarding of spontaneous flora and forest resources. To this end, it lays down provisions for the prevention of forest fires and regulates fire-fighting activities. The Regional Council, in association with the State Forestry Body, shall draw up the Regional Plan relative to the prevention of forest fires. Article 3 lists out the means of prevention and extinction, including (1) cultures for maintaining forest surfaces, (2) watch-posts, (3) transport, (4) training and formative course for volunteers. The coordination of surveillance and fire-fighting activities is entrusted by article 5 to the State Forestry Body, which shall operate in association with the Region. The latter shall in particular provide for the reforestation of forest areas affected by fires. Grazing shall be prohibited in such areas until they have been renewed completely. Article 9 lays down further prohibitions and sets out related penalties.
