The provisions cover both agricultural and urban land. As regards agricultural land, the aims pursued are the safeguarding and improvement of the natural heritage as well as the rational and sustainable exploitation of natural resources. The Regions shall be responsible for planning in conjunction with the Communes and Mountain Communities. Article 3 specifies the planning instruments to be adopted at regional and at local level. The adoption procedures and the content are regulated and described with detail in the Act.
