Abstract This Regional Act regulates animal reproduction, with particular regard to bovines, swines and horses, in order to promote the improvement of zootechnical resources. The Act is divided into seven Titles making provision on the authorizations required, certification of reproduction operations carried out, qualification of authorized operators as regards the reproduction of, respectively, bovines (Title I), horses (Title III) and swines (Title IV). Title II lays down particular provisions referring to artificial fertilization, which may be performed exclusively by offiacial registered veterinarians and authorized operators (art. 6). Article 9 concerns the quality and features of semen to be used for artificial fertilization. The Provincial Operating Centres for Artificial Fertilization shall control, conservate and distribute semen (art. 11). The Regional Technical Commission for Zootechnics shall be established under the Regional Council and shall exercise the powers and duties listed out in article 22.
