It defines the optimal territorial areas falling within the mentioned integrated water service as well as the forms of cooperation to be undertaken by local entities. The Regional Council shall exercise functions related to planning, programming, formulation of directives to comply with and inspections to be carried out. Article 3 delineates one only optimal territorial area (as per article 8, paragraph 1 of Act No. 36 of 1994) which covers the whole regional territory. The authority referred to in article 5 shall be in charge of the arrangement and management of such area (art. 7). An agreement between the authority, on the one hand, and the companies engaged in the management of the integrated water service, on the other hand, shall regulate their relationship.
