Article 2 specifies the mineral resources that may be exploited and which are covered by these provisions. Quarrying shall be planned through the Regional Programme on Quarrying referred to in article 3, to be approved by following the procedure regulated by article 4. Article 5 lists out those areas in which quarrying shall be prohibited, such as sites of Community interest, special protection zones, sites of regional interest, protected areas. Article 8 lays down provisions concerning the authorization which is required to exploit quarries. Article 17 establishes penalties.
