Abstract This Regional Act determines the functions which are entrusted to the Region, the Provinces, the Communes, the Mountain Communities and other local entities in matter of forest management and protection. The Act consists of two Titles. Title I regards woods and forests, containing the definition of forest (art. 2). The Region shall provide for the arrangement of the administrative functions and tasks in compliance with the principle of subsidiarity and by cooperating with the Communes, Provinces, Mountain Communities and local entities, so as to ensure the conservation, improvement and protection of forest resources. Furthermore, the Region shall implement the Community and national policies in matter of forestry and shall exercise the related monitoring and supervision functions. Moreover, the Regional Authority shall be in charge of: (1)the drafting and approval of hydrogeological protection plans; (2) the keeping and updating of the regional forest inventory and forest seeds register. Article 6 lists out the administrative functions which are entrusted to the Provinces and to Mountain Communities and, on the other hand, article 7 specifies those functions which pertain to the Communes. Title II of the Act concerns civil protection as well as forest fires prevention. The plan intended for the prevention of fires shall be drafted and approved by the Regional Council.
