The planning instruments shall be the following: (1) Regional Territorial Plan (art. 5); (2) Subregional Plan on Mining Activitites (art. 6); and (3) Municipal Plans on Mining Activities (art. 7). Article 2 prohibits the extraction of certain mineral resources from water courses, rivers, lakes as well as the maritime domain. Further the Act regulates the issue of the authorization and concession required to carry out mining activities. Article 23 establishes the Regional Technical Commission for Mining Activities; article 24 establishes the Regional Counsel for Mining Activities.
