Abstract

This Act, in harmony with the principles and objectives indicated by the European Union law and by articles 2, 3 and 118 of the Italian Constitution, promotes actions and interventions against indigence, social exclusion and poverty, in favour of individuals and families in conditions of particular socio-economic hardship, marginalisation and social exclusion, coordinating regional, local and third sector policies, and promoting their integration with the National and European Union measures, in order to promote inclusion, resilience and enhancement of the person. Particularly, the Region promotes extraordinary measures to support local initiatives in case of poverty, need and food emergency for people in conditions of isolation and extreme social marginalisation. These measures are implemented by organisations accredited for the distribution of food aid carried out under the Operational Program of the European Fund for Aid to the Poor and consist in the direct supply of meals and foodstuffs to individuals and families or in the management of food collection and redistribution networks. Other measures consist in socio-educational and social promotion initiatives and cultural activities, in order to enhance the access to social health services and social inclusion programmes, including home assistance, and to fight against early school leaving. The Act provides for financial measures to achieve its goals.
