All surface waters falling within the Umbria Region shall be subjected to these provisions. Articles 3 to 5 define the competences which are entrusted to the regional authority, the provinces and the Regional Agency for the Protection of the Environment (ARPA). An advisory commission is set up by article 6. The aims of this Act shall be pursued through the regional plan on fisheries and aquaculture, to be adopted by the Regional Council (art. 7).
