Abstract In implementation of Legislative Decree No. 267 of 18 August 2000 on the organization of local entities, the present Regional Act regulates the setting up of Mountain Communities and lays down rules and principles with respect to their functioning. Mountain Communities shall be constituted by joint mountain Communes with a view to ensuring the social and economic development of mountain zones, giving particular regard to less-favoured mountain areas (to be determined as per article 9). Mountain Communities shall be established by Decree of the President of the Regional Council by following the procedure described under articles 2 and 3 and by comprising the homogeneous zones listed out in the Annex to this Act. Title II deals with the organs of Mountain Communities. Each Mountain Community shall draw up and approve its own development plan (art. 29).
