Contracting Parties and Cooperating non-Contracting Parties, Entities or Fishing Entities (hereinafter referred to as CPCs), whose vessels have been actively fishing for bluefin tuna (Thunnus thynnus) in the eastern Atlantic and Mediterranean, shall implement the Plan as prescribed and the Commission shall establish the Management Plan for the stock in 2018. The Plan contains various technical measures to enhance the stock of bluefin. Those measures concern, among other things, open seasons, by-catch, minimum size, and capacity management measures. Control measures concern the ICCAT Record of vessels authorized to fish bluefin tuna, prohibition of transhipment at sea, VMS, Observer Programmes, and port state measures. Fishing vessels shall only tranship bluefin tuna catches in designated ports of CPCs. The port state shall ensure full inspection coverage during all transhipping times and at all transhipping places. Prior to entry into any port, the fishing vessels or their representative, shall provide the relevant authorities of the port, at least 4 hours before the estimated time of arrival, with specified information.
