Abstract

This Ordinance lays down basic rules for preventing of contamination by rabies. In section 2 definitions are give. Section 3 empowers the District Commissioner to require accommodation for the isolation of dogs, cats and monkeys (referred to as "isolation kennels"). Section 4 describes the steps to be taken by an animal owner in case of suspected contamination. It also describes terms of isolation and release from isolation. Section 5 allows a Veterinary Officer to apply to a magistrate for an order to destroy animals of a savage disposition. Section 6 establishes the possibility for a Medical Officer or a Veterinary Officer or a Municipal Veterinary Surgeon to require accommodation in isolation kennels of any stray or ownerless dog. According to Section 7 a Veterinary Officer shall cause any suspected animal to be destroyed. The Veterinary Officer may eventually take a different decision if an animal is of special value. Section 8 empowers specified officers to ascertain whether the provisions of this Ordinance are being complied with. Section 9 allows a Chief Veterinary Officer to declare any area to be an area infected with rabies by notice in the Gazette and cause provisions to be applied to such area until such notice is revoked. It also includes provisions concerning animals found in that area. According to section 11 and 12 it is the duty of municipal and local councils to maintain and keep record as well as give out information about control measures. Any person who fails to comply with the provisions of this Ordinance shall be liable on conviction to imprisonment. Public officers are protected for acts done in good faith and no compensation shall be payable in respect of any animal which is destroyed in accordance with these provisions, as from section 13 and 14. Section 16 allows the High Commissioner to make rules for the prevention of the spread of rabies. Section 17 prescribes the duty of municipal or local councils, mukhtars of villages and sheikhs of tribes to assist in their area any officer to execute the provisions of this Ordinance.
