In section 14 power is given to the Government to establish so-called Farmers' Organizations. These Rules provide for matters affecting such Organizations such as its constitution, its by-laws, jurisdiction, its functions, membership, elections, etc. The Organization shall manage irrigation systems in a defined area, collect water fees, and settle disputes relating to water use (rule 13). Farmers' Organizations may be established on a distributory (not defined) or a dam (rule 3). Membership shall be available to all farmers. The Organization shall comprise a general Body and a management Committee. The Punjab irrigation and Drainage Authority shall establish a Register for all Farmers' Organizations (rule 7). It may give directions to such Organizations under rule 11. Rule 15 outline powers of Farmers' Organizations. Rule 17 provides for the settlement of disputes.
